Section 13 in Poona University Act, 1974

13. Registrar.

(1)The Registrar shall be a whole-time salaried officer of the University, and shall act as Secretary of the Senate, the Executive and Academic Councils, the Board of University Teaching and Research, the Committee for Selection of Teachers of the University and such other authorities and bodies as are provided by or tinder this Act. He shall be appointed by the Executive Council on the recommendations of a Selection Committee constituted for the purpose. His qualifications, emoluments and terms and conditions of service shall be as prescribed by the Statutes.
(2)When the office of the Registrar falls vacant, or when the Registrar is, by reason of illness or absence or any other cause, unable to perform the duties of his office, such duties shall be performed for the time being [until a new Registrar is appointed and assumes office or the Registrar resumes duty, as the case may be by such person as the Executive Council may appoint for the purpose] [These words shall be deemed always to have been submitted for the words for a period not exceeding six months or until a Registrar is duly appointed whichever is earlier by Mah 2 of 1977, S. 3.].
(3)
(a)The Registrar shall have the power to take disciplinary action against such of the employees of the University excluding the Teachers and academic staff, as may be specified in the order of the Executive Council and to suspend them pending inquiry, administer warnings to them or impose on them the penalty of censure or withholding of increments :
Provided that, no such penalty shall be imposed unless the person concerned has been given a reasonable opportunity of showing cause against the action proposed to he taken in regard to film.
(b)An appeal shall lie to the Vice-Chancellor against any order of the Registrar imposing any of the penalties specified above.
(c)Where the inquiry discloses that a punishment beyond the powers of the Registrar is called for, the Registrar shall, upon conclusion of the inquiry, make a report to the Vice-Chancellor together with his recommendations
Provided that, an appeal shall lie to the Executive Council against an order of the Vice-Chancellor imposing any penalty.
(4)Subject to the control of the Executive Council the Registrar shall have the power to enter into agreements, sign documents and authenticate records on behalf of the University.
(5)The Registrar shall -
(a)be the custodian of the records, the common seal and such other property of the University as the Executive Council may commit to his charge ;
(b)keep the minutes of all meetings of the Senate, the Executive and Academic Councils, and of the boards and committees appointed by the authorities of the University ;
(c)ensure, under the control and direction of the Vice-Chancellor, the proper organisation and conduct of examinations and other tests and the declaration of their results, and
(d)exercise such other powers and perform such other duties as are prescribed or are required from time to time by the Executive Council or the Vice-Chancellor.
