Section 16(VII) in The Jammu and Kashmir Board of Professional Entrance Examination (BOPEE) Regulations, 2016
(VII)The seals and locks of the trunks shall be opened by the Chief Superintendent in presence of Coordinator, Member Monitoring Squad and Government Observer (wherever appointed) who will sign the prescribed certificates that they have found trunks locked and sealed.
