Section 77(1)(iv) in The Maharashtra Agricultural Universities (Krishi Vidyapeeths) Statutes, 1990

(iv)The Vice-Chancellor then make the appointment of a candidate or candidates strictly in the order of merit as arranged by the Selection Committee. If he wishes to make an appointment otherwise than in the order of merit recommended by the Selection Committee, he shall record the reasons thereof and obtain the approval of the Executive Council before making the appointment.
