Section 11(2) in The U.P. Cement Control Order, 1973
(2)The Licensing Authority may, by order, regulate the allotment of cement to and its distribution by licensed dealers in the district, and in doing so, may issue such orders under the provisions of this Order, as he may consider necessary from time to time.
