(2)Without prejudice to the generality of the foregoing power, such rules may provide for all or any of the following matters, namely:-(i)the composition of the Project Committees, Monitoring Committees and other committees constituted by the Central Government under sub-section (1) of section 13, the powers and functions thereof, the number of members and their terms and conditions of appointment and other matters connected therewith;(ii)the fees and allowances to be paid to the members of the committees constituted under sub-section (1) of section 13.
