Section 73(1) in The Mizoram Autonomous District Council (Constitution and Conduct of Business of the District Councils) Rules, 1974
(1)The District Council, in respect of all the areas within its jurisdiction shall make or amend laws, regulations and rules in respect of all matters falling within its purview as specified in the Schedule.
