Section 953(a) in Police Regulations, Bengal , 1943
(a)All officers are responsible that those subordinate to them are clean and properly dressed when on duty. Before detailing any subordinate for duty, the officer detailing him shall inspect him and see that he is correctly, cleanly and tidily dressed.
