Section 35(2) in Bihar Preservation and Improvement of Animals Act, 1955
(2)No suit, prosecution or other legal proceeding shall lie against any servant of the State Government or a local authority acting under this Act or the Rules made thereunder without the previous sanction of the State Government or the local authority, as the case may be.
