The appellant had sought information from All India Council For Technical Education regarding minimum, desirable and essential qualification to become the head of the department in a deemed Technical University to ensure standard and quality of Technical Education and violation of norms and standard would lead to punitivy and legal action. He had specific information like what is the compiling reason, logic and legality by the AICTE authority to accommodate and approved one under qualified Mr. A.K.Sen continuing as Head of the Department, Electronic and Deemed (U.G.C.) at KIIT University, Bhubaneswar without any research work i.e. Ph.D. Degree which implies violation of norms, standard and quality of Technical Education amounts to Punitive legal action, therefore, kindly let me inform the action taken by the AICTE.
PIO's Reply:
There are some difficulties to know the exact information sought by you, since the contents of your letter and used English language are not very clear. However, it seems, you have tried to point out some irregularities and non fulfillment of qualifications by Prof. A.K.Sen, who is head of the Department of Electronics & Telecommunication Engineering at Kalinga Institute of Industrial Technology, Bhubaneswar (an AICTE approved Institution).
Qualification and experience prescribed by AICTE for the post of professor are as given below:
Qualification & Ph.D. degree with first class degree at Bechelor's or Master's Experience for Candidate level in the appropriate branch of Engineering/Technology with from Teaching 10 years experience in Teaching/Industry/Research out of which 5 years must be at the level of Assistant Professor and / or equivalent.
Qualification & Candidates from Industry/ Profession with Master's Degree in Experience for candidate Engineering/ Technology and with professional work which is from Industry & significant and can be recognized as equivalent to Ph.D degree Profession and with 10 years experience of which at least 5 years should be at a Senior Level comparable to that of an Assistant Professor would also be eligible.
AICTE has not prescribed any separate qualification for head or department. As per statement of Kalinga Institute Prof.A.K.Sen is having M.Tech with 29 years experience.
First Appellate Authority Ordered:
The First Appellate Authority ordered that " The information sought by her is not available in AICTE,H.Q., New Delhi. You are therefore requested to obtain the information from the concerned parties and supply the same to her, directly, on top priority basis but latest by within 15 days on receipt of this letter."
