Section 8(1) in The U.P. Pravidhik Shiksha (Admission Conduct of Examinations and Conferment of Certificates and Diplomas) Regulations, 1992
(1)Change of course in engineering branches other than pharmacy course and such other courses where the change of course is not allowed due to curriculum and admission qualification requirement may be allowed to the students already admitted in the first year in any one of the affiliated institutions through the Joint Entrance Examination Council, strictly on the basis of merit obtained in the ensuing qualifying entrance examination.
