(b)At a private residence or at any place other than a public vaccination station if the vaccinator attends at the request of an adult person or of the parent or guardian of child-four annas for each successful primary operation and anna one only for each re-vaccination (secondary), whether successful or not, taken sometime after successful primary vaccination as a further protection :
