Section 13(1) in Bihar Preservation and Improvement of Animals Rules, 1960
(1)For the purpose of these Rules(a)a bull shall be deemed to have attained the prescribed age if its two central permanent incisor teeth are fully grown; and(b)a bull shall be deemed to have been effectively castrated if castration has been done by crushing the cord by a Surgical Castrator or by Surgical operation or removal of testicles by a qualified veterinarian.
