Section 24(g) in The Orissa State Electricity Board (General Conditions of Supply) Regulations, 1995
(g)For contract demand above 5000 KVA, supply shall be in 3 phase 3 wire and at 132000 or 220000 volts or 400000 volts, depending on the convenience of the Board.
