Section 78(a) in The Petroleum And Natural Gas (Safety In Offshore Operations) Rules, 2008
(a)facilities are equipped with necessary safety devices which at all times are able to-(i)detect abnormal conditions;(ii)prevent abnormal conditions from developing into situations of hazard and accident; and(iii)limit harm in the event of accidents.
