Section 2(4B) in The Howrah Municipal Corporation Act, 1980
(4B)[ "cart" means any cart, hackney or wheeled vehicle with or without spring, which is not a carriage as defined in this section, and includes a hand-cart, but does not include any wheeled vehicle which is propelled by mechanical power or its trailer;] [Clauses (4A) and (4B) inserted by W.B.
