Section 18(2) in The U.P. District Offices (Collectorates) Ministerial Service Rules, 1980
(2)For recruitment to the post of Office Superintendent the Commissioner shall call for the names of the five senior most assistants of Category 'D' of the District where the vacancy is expected to occur. The names shall be arranged in order of seniority on the basis of dates of confirmation in the grade and selection by the Selection Committee shall be made from the list so prepared.
