Section 17(1) in The Goa Medical Council Rules, 1995
(1)Twenty one days before the date fixed for the receipt of ballot paper under rule 6, the Returning Officer shall send to every elector by post under certificate of posting:-(a)One ballot paper in Form 4 signed by him;(b)A smaller blank cover with the words "Ballot Paper" printed thereon; and(c)A large cover addressed to himself in Form- 5.
