Section 17(1) in The Orissa (State) Council of Culture Rules, 1990

(1)Every year the Member-Secretary shall invite nominations from the Jurors for conferment of the Governor's Plaque of Honour for outstanding contributions in each of the spheres of creativity specified hereunder:
  Sphere Jurors
(a) Music.. Akademi awardees and past recipients of Governor's Plaque ofHonour, in Music and Dance.
(b) Dance.. Akademi awardees and past recipients of Governor's Plaque ofHonour, in Music and Dance.
(c) Poetry.. Akademi awardees and past recipients of Governor's Plaque ofHonour, in Literature.
(d) Ficition.. Akademi awardees and past recipients of Governor's Plaque ofHonour, in Literature.
(e) Drama.. Akademi awardees and past recipients of Governor's Plaque ofHonour, in Literature.
(f) Visual Art.. Akademi awardees and past recipients of Governor's Plaque ofHonour, in Visual Arts.
