Section 65(1) in The Orissa Municipal Corporation (Division of City into Wards, Reservation of Seats, and Conduct of Election) Rules, 2003
(1)As soon as practicable after the closing of the poll, the Presiding Officer shall close the control unit to ensure that no further vote can be recorded and shall detach the balloting unit from the control unit.
