Section 88(1) in Kerala District Administration Act, 1979
(1)Subject to such restrictions and conditions as may be prescribed, the President or the Vice-President or the Secretary or any person authorised by the President or the Secretary may enter on or into any place buildings or land with or without assistants or workmen to make any enquiry, inspection, test, examination, survey, measurement or valuations or to execute any other work, which is authorised by the provisions of this Act or of any rule, bye-law or order made under it or which it is necessary to make on execute for any of the purpose of this Act or in pursuance of any of the said provisions.
