Section 18(3) in The U.P. Krishi Evam Prodyogik Vishwavidyalaya Adhiniyam, 1958
(3)The Director of the Experiment Station shall be a whole-time officer, technically trained in agriculture. He shall keep proper records of the projects and receive reprots of progress of research for publication in the manner prescribed.
