Section 131(c) in Code of Regulations for Anglo-Indian Schools-Tamil Nadu State
(c)to any school with an average daily attendance of less than 25 European and Anglo-Indian pupils, except in places where there is only a small Anglo-Indian population or where, in the opinion of the Department, such a school is necessary;
