(b)to hold examinations and grant degrees, diplomas and other academic distinctions or titles to persons in the fields of emerging areas of higher education, including engineering, technology, science, environmental studies, non-conventional energy sources and management studies as laid down in the Statutes, Ordinances or Regulations;
