Section 38 in Rajasthan Panchayati Raj (Election) Rules, 1994

38. Safeguard against impersonation.

(1)Every voter about whose identity the Returning Officer or the Polling Officer, as the case may be, is satisfied shall allow his left hand fore-finger to be inspected by the Returning Officer or the Polling Officer, and cause an indelible ink mark to be put on it.
(2)If any voter refuses to allow his left fore-finger to be inspected or market in accordance with Sub-rule (1) or has already such a mark on his left hand fore-finger, Dr does any act with a view to removing the ink mark, he shall not be supplied with my ballot paper and shall not be allowed to vote.Explanation.— Any reference in this rule to the left hand fore-finger of a voter ',hall, in the case where voter has his left fore-finger missing be construed as a reference to any other finger of his left hand and shall in the case where all the fingers of his left hand are missing be construed as reference to the fore-finger or any other finger of his right hand, and shall in the case where all his fingers of both the hands are missing be construed as a reference to such extremity of his left or right arm as he possesses.
