(2)(a)Fifty per cent of the posts in Entry Grade shall be filled by direct recruitment and the remaining fifty per cent by promotion.(b)The vacancies in the direct recruitment quota shall be filled on the basis of the Civil Services Examination conducted by the Commission.(c)The vacancies in the promotion quota shall be filled by selection from amongst officers holding posts mentioned in Schedule II with three years regular service in the grade on the basis of the recommendations of the Departmental Promotion Committee.
