31. superior officers to exercise all those powers which can be exercised by their subordinates.
-31.1For the purposes of sub-section (2) of section 4, a superior officer may exerciseany such power or perform any such duty as is assigned by the Act, the rules or by alawful order to any member subordinate to him.31.2In case, any duty is imposed on such subordinate, a superior officer may aid,supplement, supersede or prevent action of such subordinate by his own action or thatof any person lawfully acting under his command or authority whenever the sameshall appear necessary or expedient for giving a more complete or convenient effect to the law or for avoiding any infringement thereof.
