Section 73(b) in The Maharashtra Agricultural Universities (Krishi Vidyapeeths) Statutes, 1990
(b)If the Selection Committee is satisfied that candidates with prescribed qualifications or experience or both are not available for Selection and makes a report to the State Government to that effect, the State Government may relax a higher basic qualifications or experience or both in making the appointments as may be necessary.
