46. Power to remove difficulties.
- If any difficulty arises in giving effect to the provisions of this Act, the Government may, by order, make provisions or give such directions, not inconsistent with the provisions of this Act, as may appear to it to be necessary or expedient for the removal of the difficulties:Provided that no such order shall be issued after the expiry of two years from the date of commencement of this Act.
