Section 13(1) in The Merchant Shipping (Continuous Discharge Certificate-cum-Seafarer's Identity Document) Rules, 2001
(1)No C.D.C. shall be issued to an applicant under these rules whose application has been cancelled or suspended by a shipping master of one port and who applies to the shipping master of another port by suppressing this fact.
