Section 36 in Kerala Education Act, 1958

36. [ Power to make rules. [Inserted by Kerala Education (Amendment) Act 1985 publish in Kerala Gazette Extraordinary No.307 dated 12th April 1985. It shall be deemed to have come into force on the 13th day of October 1982.]

(1)The Government may make rules 9(either prospectively or retrospectively) for the purpose of carrying into effect the provisions of this Act.]
(2)In particular, and without prejudice to the generality of the foregoing power, such rules may provide for -
(a)the establishment and maintenance of schools;
(b)the giving of grants and aid to private schools;
(c)the grant of recognition to private schools;
(d)the tevy and collection of fees in aided schools;
(e)regulating the rates of fees in recognised schools;
(ee)[ regulating admission to schools maintained by Government or receiving aid out of state funds, by making special provisions for the advancement of socially and educationally backward classes of citizens and the Scheduled Castes and Scheduled Tribes.] [Inserted by amendment Act 35 of 1960.]
(f)the manner in which accounts, registers and records shall be maintained in schools, and the authority responsible for such maintenance;
(g)the submission of returns, statements, reports and accounts by managers of schools;
(h)the inspection of schools and the officers by whom inspection shall be made;
(i)the mode of keeping and the auditing of accounts of schools;
(j)the mode of ascertaining the value of the schools for payment of compensation in cases of taking over or acquisition;
(k)the standards of education and course of study;
(l)the working of Local Educational Authorities; and
(m)all matters expressly required are allowed by this Act to be prescribed.
