Section 16(1) in Haryana Murrah Buffalo and Other Milch Animal Breed Rules, 2002
(1)The Government may issue special permits in Form B for export of animals in cases like Government to Government sale/purchase, animals required by State/Central/Universities/Research Organization, where it is of the opinion that it will be in the public interest to do so.
