5. Constitution,powers and functions of Special Committees.
(1)The Government may, by notification, constitute Special Single Window Clearance Committees for any specified purpose, specified area or specified sector and delegate to them such powers and functions as the Government may deem fit.(2)The Special Committee shall consist of such number of members of whom one shall be nominated by notification as Chairman by Government.
