Section 25(a) in The Orissa State Electricity Board (General Conditions of Supply) Regulations, 1995
(a)The consumer shall so arrange that power factor of his load not to be less than 90%. Power factor penalty shall be levied if there is a breach of the aforesaid requirement and supply of power may be disconnected (subject to notice and opportunity to show cause to the consumer) if the power factor falls below 60%.
