Section 8(a) in The Assam Factories Service Rules, 1990
(a)The minimum academic qualification for a candidate for direct recruitment shall be as prescribed by the Appointing Authority from time to time. The qualifications prescribed as at the commencement of these rules, are given in Schedule II.
