- Appointments to the Bihar Educational Service (Class I) and the Bihar Educational Service (Class II) shall be made-(a)by direct recruitment on the advice of the Bihar Public Service Commission in accordance with the rules framed from time to time by the State Government. The final selection of candidates shall be made by the Governor from amongst those nominated by the Commission;(b)by the promotion or transfer of officers already in the service of Government in accordance with the rules in force. A reference is, however, made to the Public Service Commission to advise on such selection. The final selection of the officers to be promoted is made by the Governor after considering the recommendation of the Commission.(G.
