Section 11(1) in The Orissa Statistics and Economics Service Rules, 1979
(1)A candidate found eligible by the Commission to appear at the written examination shall receive from the Secretary to the Commission a certificate of admission for the said examination along with an intimation as to the date and place of the examination and the time-table thereof.
