Section 74(2) in The Delhi School Education Rules, 1973
(2)Special fee, if any, levied with the approval of the Director for the teaching of sciences, music or any other subject shall be included in the total fee income and such special fee shall be expended in full for the purpose for which it has been levied:Provided that no special fee shall be levied for teaching in the primary or middle stage.
