(2)Without prejudice to the generality of the foregoing power, such rules may provide for all or any of the following matters, namely:-(a)qualifications for appointment as a recovery officer under sub-section (1) of section 36-D;(b)the salaries and allowances and other terms and conditions of service of the officers and other employees of the Appellate Tribunal under sub-section (3) of section 36-M;(c)the salaries and allowances and other terms and conditions of service of the Presiding Officers of the Appellate Tribunal under section 36-N; and(d)the procedure for the investigation of misbehaviour or incapacity of the Presiding Officers of the Appellate Tribunals under sub-section (3) of section 36-P.]
