(2)The commissioner should strictly limits his inquiry to, and submit his report on, the points specified in the commission and should inquire into any other points even at the request of the parties.Note. - It should be remembered that the Court has no power to delegate to the commissioner the trial and determination of any issue in the case between the parties.
