(4)to hold examinations and to grant and confer degrees, diplomas and other distinctions to and on persons who -(a)shall have pursued a course of study in the University or in one of its institutions, unless exempted therefrom in the manner prescribed by the Statutes, Ordinances and Regulations, and shall have passed the examination prescribed by the University; or(b)shall have carried on research under conditions prescribed by the Ordinances and Regulations;
