Section 9(4)(i) in The U.P. Pravidhik Shiksha (Admission Conduct of Examinations and Conferment of Certificates and Diplomas) Regulations, 1992

(i)The admission to the Part Time Course shall be held at the institutions, where the facilities for running a regular course in the concerned branch is existing. No institution, shall start a Part Time Course without the permission of the Board, and only on the recommendations received through the Director.
