Section 44(1) in The Goa, Daman and Diu Secondary and Higher Secondary Education Rules, 1975
(1)Observer. - The Board shall appoint one Observer at every centre of examination, who is preferably a member or ex-member of the Board or a Head of the secondary/higher secondary school or any other person authorised by the Board.
