Tamil Nadu Panchayats (Disclosure of Assets and Liabilities by President, Vice-President and Members of Village Panchayat) Rules, 1999Published vide Notification No. G.O. Ms. No. 181. - In exercise of the powers conferred by sub-section (1) of section 242 of the Tamil Nadu Panchayats Act, 1994 (Tamil Nadu Act 21 of 1994) and in supersession of the Tamil Nadu Panchayat (Disclosure of Assets) Rules, 1983, the Governor of Tamil Nadu hereby makes the following rules: -

1. Short title.

- These rules may be called the Tamil Nadu Panchayats (Disclosure of Assets and Liabilities by President, Vice-President and Members of Village Panchayat) Rules, 1999.

2. Definition.

- In these rules, unless the context otherwise requires, "member of the family" means person related whether by blood or marriage to the president, vice-president and members of village panchayat or his wife or her husband and wholly dependant on such president, vice-president and member.

3. Periodical disclosure of assets of president, vice-president, and members of village panchayat.

- The president, vice-president and every member of village panchayat shall -
(a)if he is elected after the date of coming into force of these rules, within a period of thirty days, after such election; and
(b)thereafter, at intervals of every twelve months ending with the 31st day of March, furnish in duplicate to the village panchayat in the Form appended to these rules a return of -
(i)all properties owned, acquired or inherited by him or his family members including their liabilities; and
(ii)all properties held on lease or mortgage either in his own name or in the name of his family members, including their liabilities together with details of the means by which, or the sources from which, such property was acquired or inherited.

4. Returns to be placed at the meeting and to be public document.

(1)After the receipt of the return specified in rule 3, the executive authority shall cause it be placed at the meeting of the village panchayat and send a copy to the Inspector.
(2)Such return shall be deemed to be a public document and the executive authority, with the permission of the village panchayat, may, subject to such condition including payment of fees specified in rule 5, give to any person on demand a copy of such return.

5. Fee for furnishing return.
