Section 79(1) in Orissa Panchayat Samiti Accounting Procedure Rules, 2002
(1)Every officer in charge of a work shall ensure that works is carried out according to approval estimate. While executing works instructions given in Chapter 9 of the Orissa General Financial Rules, Volume-I shall be followed unless they are inconsistent with these rules.
