(2)The short-term Open Access shall be ordinarily allowed, if request can be accommodated without jeopardising the safety of the grid system by utilising :(a)Inherent Design Margins;(b)Margins available due to variation in power flows; and(c)Margins available due to in-built spare.transmission/distribution capacity created to cater to future load growth.
