Section 13 in Bihar Electricity Regulatory Commission (Standards of Performance of Distribution Licensee) Regulations, 2006

13. System Reliability.

(1)It shall be the endeavour of the Licensee to maintain uninterrupted supply to consumers and minimize breakdowns and interruptions.
(2)The consumers shall be given advance intimation regarding interruptions in supply due to pre-arranged shutdowns through media. The maximum duration of interruption per day shall not exceed ten hours and supply shall be restored invariably before 6.00 p.m.
(3)[ Adequate data shall be recorded to calculate the following reliability indices. The licensee shall calculate the values of these indices as per the formula and methodology specified below:
(a)System Average Interruption Frequency Index (SAIFI). It is the average number of interruptions (longer than 5 minutes) that a customer would experience and is calculated as:
nSAIFI = Σi = 1| (Ai* Ni)/NT
(b)System Average Interruption Duration Index (SAIDI). - It is the average outage duration for each customer served and is calculated as:
nSAIDI = Σi = 1| (Bi* Ni)/NT
(c)Momentary Average Interruption Frequency Index (MAIFI). - It is the average number of interruptions (less than 5 minutes) that a customer would experience and is calculated as:
nMAIFI = Σi = 1| (Ci* Ni)/NT
WhereAi = total number of sustained interruptions (each longer than 5 minutes) on ith feeder for the month.Bi = total duration of all sustained interruptions on ith feeder for the month.Ci = total number of momentary interruptions (each less than or equal to 5 minutes) on ith feeder for the month.Ni = Number of Consumer connected to ith feeder affected due to each interruption.Nt = total number of Consumers in the distribution licensee’s supply areas.n = number of 11 kV feeders in the licensed area of supply (excluding those serving predominantly agricultural loads).]
(4)The indices shall be calculated by the Licensee separately for Urban and Rural feeders and submitted to the Commission every quarter. After three years (from the date these Regulations come into force) the Commission will fix the target levels of the reliability indices annually based on the information provided by the Licensees.
