Section 339(1) in The Naval Ceremonial, Conditions Of Service And Miscellaneous Regulations, 1964
(1)All applications for commissions or appointments in the Indian Naval Reserve and Indian Naval Volunteer Reserve shall be made to the Registrar of Reserves together with a letter from the employer of the applicant, if any, permitting him to join the Reserve and fulfil all his obligations as a member thereof.
