Section 15(2) in The Rajasthan Police Service Rules, 1954
(2)For the purposes of promotion in the Service, a common seniority list of Inspectors in the two grounds one consisting of Inspectors of Police and other consisting of Company Commanders of Rajasthan Armed Constabulary/Special Armed Force including the Inspectors of Mewar Bhil Corps and the Reserve Inspectors of Police, shall be drawn up without disturbing the seniority inter se of Inspectors in either groups, on the basis of length of service as Inspectors. Where length of Service of two or more Inspectors is the same, the seniority inter se as between them shall be determined on the basis of total length of service in the force and where the length of total service is also the same on the basis of their age.
