Section 3(2) in The Global Open University (Nagaland) Act, 2006

(2)Immediately after the setting up of the Endowment Fund as aforesaid the State Government shall accord sanction for establishment of the University by name the Global Open University (Nagaland) and thereafter the Trust shall accordingly establish the University.
