Section 202(6) in The Naval Ceremonial, Conditions Of Service And Miscellaneous Regulations, 1964
(6)To be eligible for promotion, an officer must satisfy the following conditions:-(a)has attained 6 years' seniority as Lieutenant.(b)is recommended by his Captain; and(c)Possesses a full Naval Watch-Keeping Certificate if an Executive Officer, or an Engine-Room Watch-Keeping Certificate if an Engineer Officer, or a Certificate of Competency if an Electrical Officer.
